Any style material has a chance to be dropped when you deconstruct an item in that style, the following table list the other sources. 15 each. Before Update 12, it could only be found in the level 1 to 50 zones (those that comprise your starter Alliance, including Coldharbour ). It can be found in chests.
Where can I find tsaesci style material?
There is no source of this style material in-game: since it's a Crown Store-exclusive style, the only way to create a Tsaesci item in the first place is to use a Crown Mimic Stone . However, like any style material, they might be found by deconstructing player crafted Tsaesci style equipment.

Exceptions
Only crown store exclusive motifs cannot be posted to guild stores, others can usually be found and that’s how I learned pretty much all of them. However, if you’re up for an adventure and you’d like to try your luck, this is how you can get them.
1st Group
High Elf, Wood Elf, Khajiit, Redguard, Orc, Breton, Dark Elf, Argonian, Nord, Imperial, Primal, Barbaric, Daedric and Ancient Elf can be found in backpacks, trunks, nightstands, dressers and wardrobes in any zone. Imperial being the rarest one.
2nd Group
Xivkyn chapters can be found by opening trophy vaults in Imperial City.
3rd Group
Aldmeri Dominion, Daggerfall Covenant and Ebonheart Pact motif chapters can be acquired by looting chests in Cyrodiil and Imperial City. Chapters that you get will depend on which alliance your character is associated with.
4th Group
Ebony chapters (or the whole book) can be bought from the master writ merchant Rolis Hlaalu in exchange for writ vouchers.
5th Group
Outlaw chapters can be acquired by killing world & delve bosses in Hew’s Bane.
6th Group
Dark Brotherhood chapters can be acquired by completing Sacraments for the Dark Brotherhood in Gold Coast.
