This ‘wet’ measurement would present a worst case measurement, including all material which potentially can form particles.

Regulating diesel particulate emissions as TPM is also compatible with ambient air quality standards, which in most areas (including the USA and Europe) are expressed using the total mass of particulates below a certain diameter.
