I painted a couple where I wanted to keep some of the transparency, and just used a matte varnish as my "primer." That way, I could paint where I wanted, and keep some see through stuff. I am guessing that if you want to cover all of it, that your usual primer would work. I am sure others will chime in with different ideas!

Like sentinel, I first "prime" the figures (to give my paints and washes something to stick to) using a brush on matte varnish. I then paint them using either inks (I have some from GW, Valejo, and Iron WInd Metals), or I use Tamiya's line of clear acrylics.

You could probably get away with a wash, but you will likely lose transparency in your shadows. If that's the route you go I would recommend taking a damp brush and side-brushing the raised portions before it has a chance to dry. This will remove the paint from your"highlights" so they at least will stay clear.
