No doubt, osuturfman's professional fix is in the queue. In the meantime, your rube goldberg idea (which was excellent by the way) is implemented. It took about 10-15 minutes and really I didn't have to get out on the lawn as much as I thought I would need to...so not too much damage.

Valve Box filling completely with Water
Not that this helps you, but when I installed my boxes, I first laid about 10-inches of gravel. Then I put the box on it and buried it. My concern was water would be trapped and flood the box.
