No, it is in front of the fuel tank right behind the tranny crossmember support somewhat hidden by a metal cover. Easy to see if you just look near the middle of the truck - under the where a back seat would be if you have the 4-door model.

The fuel filter is part of the fuel pump module inside the fuel tank, there is no in line filter. It is not serviced unless the pump is being replaced. This is the norm on newer cars and trucks.

System is most likely full of air. Sometimes continuing to crank the engine will purge the air and it will start but this can be hard on the starter motor. You may have to remove the fuel filter and fill it with fuel to prime the system.
