195 or 210 should be your idle temp. Your thermo might be bad, it's a pretty easy repair. I don't think you'll ever run into the problem that it runs too cold. i also don't think you need to worry about the jeep not being able to go up hills. if your serp is tight you shouldn't have any more issues.
