We've had this thread several times, but the answer is, there's no good way to get decent power out of the 22RE. You can get a little bit, for what may be cost-effective gains: a fresh motor, kick the timing up a notch, add a decent exhaust header, a hotter cam, a built head and ported throttle body, some intake mods, you might get up to around 140-150hp.

long story short, as far as a long block goes, ALL '81-84 engines interchange (well, except '81-82 heads aren't tapped for EFI) and ALL '85-95 engines are the same except for the turbo which has bigger combustion chambers. the difference is in the manifolds.
Do 81-82 heads have bolt holes?
81-82 heads don't have bolt holes for EFI intakes, 83-84 do. So, yes "85 and up 22r and 22re blocks and heads are interchangeable" but the motors you talk about with round exhaust ports are definitely not 85 and up. If they had EFI they are 84-83 and if not 81-82.
