If the reason is not a valid exception to program use as outlined in the JTR, the traveler’s lodging reimbursement is limited to the amount the government would have paid if used. When declined, the traveler is then routed to the “Alternative Options” section; however, the traveler will only be reimbursed up to the amount the government would have paid.
