The on screen evidence suggests an Imperial ground assault features the AT-ATs while also being supported by AT-STs. We see at least one AT-ST on Hoth & several on Endor. Since both of these vehicles have different strengths & purposes I think we can conclude that they're meant to work in co-operation & there are great advantages to each vehicle in doing so.
