No, the Ramachandran plot plots the frequencies of phi/psi pairs. CD estimates the relative frequencies of alpha, beta and coil. "Coil" can mean a lot of different phi/psi pairs, the same is true (to a somewhat lesser extend) for beta and even alpha.
