The salt here is hidden in and on the chips, and in the salsa. You can go two routes for the chips. The first is to purchase a low/no sodium brand of corn tortillas commercially at a store, then cut them into fourths and bake them until golden brown. The second route is to make the corn tortillas from scratch at home.
