You can use oil base primer and paint over it with latex or oil based paint. Then I would suggest using oil based primer or Kilz to prime the wall or whatever you are painting. Then you can use either oil base or latex paint to add color. Oil based paint will not adhere to latex paint, as latex won't to oil based.
