use sping toggle thingies it will be fine provided it is 12.5mm plasterboard I have hung kitchen cupboards on plasterboard using these.

Richie you seem to have the right idea. If its possible to get access to the floor space above the ceiling it seems a good idea to secure a frame work to the joists that you can then attach the light fitting to through the ceiling

If you are sure it's an RSJ, drill into it and cut threads into it using a thread tap and put some substantial bolts in. That'll hold it. There is no hope of ½inch plasterboard holding that weight on it's own.
