If light sanding leaves a lot of relatively large shiny spots, I will do 6 more coats and try again, sanding a little more aggressively. Repeat if necessary. The shiny areas should be smaller every time.

If you have nine coats, go ahead and wet sand, but do not get overly aggressive; lacquer dries thin, and shrinks as it cures. If you can get an even, dull flat surface easily, then you're ready for the last 3 coats, just don't try to push it if there are obvious shiny spots as you do the sanding.

Why is it so hard to see what you're doing when you wet sand?
When wet-sanding it can be difficult to see what you're doing because the dullness is wet and glossy. Wet-sand for a while then dry it all off. Observe where you need to sand more, then go to it. Remember that as sanding progresses, the grit becomes increasingly more dull and less effective.
