Why is my pull cord not recoiling?
When the starter cord, or pull rope, fails to recoil after you've pulled it in hopes of starting the engine of your Scotts lawnmower, something inside the mechanism has bound. The rope may have twisted or developed kinks that prevent it from rewinding back onto the coiling tensioner, or spool.
Let the Cord Slowly Rewind
Once the pulley is wound, unhook the cord from the slot and slowly let the cord rewind around the pulley. Test the recoil by pulling the cord and making sure it recoils smoothly.

Rather useful, but in my case the spring needed one turn of winding BEFORE attaching and knotting the cord.
