Cross lattice with 2x2's and your floor will be compliant with current requirements but I guess the BCO told you that anyway and you can board over with T&G chipboard 18mm and you have more space - The ceiling is irrelevant whether its lathe & plaster or plasterboard.

Spoke to Building Control (yes, I know that may have been a bad idea!!!), they've advised that I'd need 6x2 timbers for the additional load for loft storage. After further discussion, found out that I'd only need 7x2 joists to meet the requirements for a loft conversion.
