From my understanding, you don't have clear title because the chain of ownership is broken. Owner 1 sells to Owner 2 who has to pay the taxes at DMV on the purchase price (or value of the machine). This will have to be done before you can legitimately purchase it from Owner 2 as Owner 3.

Hundreds of people have walked into or called Access Nova Scotia and have tried to do things "by the book" so they are not chidlish and again I was told all people were rejected in attempting to register their ATV, car trailer, snowmobile, motorcycle, etc. If you think your method works then GO LECTURE EVERYONE AT ACCESS NOVA SCOTIA and DNR.

Actually, no I don't. The DNR Peace Officer just came out and looked at the ATV, ran the VIN and it came up as unregistered and not stolen. He signed the forms, and now I'm ready to go register the ATV into my own name at the DMV.
