Yes, I get it, the direction AC is headed to with AC Infinity is not a pretty one for most people here. But, consider this, if devs want to invest their time in this franchise where they know Assassins and Templars, Isu, Modern Day, Stealth, Parkour are the main focus... I checked the east side Spartan fort and no Strategoi were present there, nor at the Port at the south of Megaris. Trying to kill (or better yet, recruit) ten of these guys is difficult at first when just started playing the game and making it only to the Phokis region so far.

Go back to Megaris and head South west into Korinthia look for the synchronize points, the one your looking for is the Temple of Aphrodite once your there head west, you will find the Akrokorinth Fort which has 3 or 4 Strategoi spawn inside it if the area is under spartan control, change who controls the area if needed.
