I didn't get a chance to mat the images today as I thought I would. But considering the problem from a mathematical view, if I divide the area of the mat by the area of the print then I may arrive at the (for me) correct answer. To me, mating an 8x10 print on 16x13 board looks perfect - not too much or too little mat.
