Maura Lynn there are so many variables that can cause problems similar to yours. If you do decide to install tile, porcelain tiles 2x2 work really well and is my preferred choice. You can then grout the entire floor with Epoxy Bond. I would ask whoever is doing the work how they intend to do it. Will they be tiling directly over your existing floor or removing tile only, or may be completely removing the entire shower floor? It is my opinion that any other method other than replacing with new tile will most likely not fix your problem.
