What is the difference between Zinsser bin and Zinsser 123?
What is the difference between Zinsser BIN and Zinsser 123? BIN is solvent (methylated spirit) based, 123 is water based both are good stain blockers but BIN is better for resin (knots etc) only for spot priming when used outside (no idea why I painted a whole stack pipe in it no problem) while 123 is for large areas.

Should I sand before using Zinsser primer?
Answer: The cabinets should be cleaned and sanded to remove the glossy clear coat. This allows the primer to bond stronger to the surface. Use an electric sander with 150-grit sandpaper. You can brush and roll BIN, but it's messy to work with because it's as thin as water.

I have never used Zinsser for a floor but I have had it tinted, I buy it at Brewers and just ask them to tint it whatever colour I'm using. Last time it was to go under Dulux Orchid White, they tinted it and it came out pretty much the same as the top coat.

As far as I know there is only one kind of Zinsser 123 every tin I have ever bought says it's tintable.

It's interesting you should say that actually.... We live ina new newishhouse but it has been done up to look old and cottagey. We are therefore looking forward to the paint wearing down on the stairs so that it has a worn/rustic look.

Do I have to paint over Zinsser primer?
Yes, you should always paint over a primer. Primers are not designed to be used as finishing paint. They may struggle with being exposed to the elements leading to a degradation of the paint. They can also often struggle with exposure to UV leading to colour changes in the paint.
Potential Problems
So as you can see above, I wouldn’t recommend using a Zinsser primer as your top coat of paint. There are some circumstances where you may be able to get away with it, which I will talk about in more detail later on, but in general, my advice would be don’t do it.
Getting away with it
As I mentioned earlier, there are certain circumstances where you will be able to get away with using Zinsser primer as your topcoat and you won’t need to paint over it.
Recommend Topcoats
speaking of suitable paints, here are some of the paints I would recommend painting over Zinsser primers with. Suprise, they are all Zinsser paints. I have always found these paints to be really high quality, and if you are using Zinsser primers then why not go the whole hog and use Zinsser topcoats too?
