I believe the police would need a warrant, and if they did not have one then the evidence that was illegally obtained without a warrant may be able to be suppressed. I havent come across this before but I would believe a warrant would be needed. Its his account and not the bank's, so the bank cant give permission. Maybe there is some clause buried in his agreement with the bank that give authorization to the bank? Id doubt that would be the case.
