Put in a new battery and did some general clean up and this wire was hanging out by itself. It comes out of the sheath that surrounds the positive battery cable and fuse box wiring. Same thickness and look as the negative terminal cable but I don't know where it goes.

you are correct, this is a ground wire, there usually are a few.. one from battery to chasis. one from starter to battery, and sometimes one from block or another location to the battery.
