The vast majority of rates in the rental car industry do come with unlimited mileage. In the rare case that a rate comes with capped mileage, when booking, the booking site should explicitly show the mileage allowed each day or week. If you do not see anything like this, then your rate has unlimited mileage.
Can you cancel a rental car if you prepay?
Some companies--most notably Priceline and Hotwire--let you bid for and prepay for a rental car, but if you do this, you usually can't cancel or refund your rental at all.
